Can I hang a 3x5' flag from the observation deck of the space needle long enough for someone nearby to get a picture of it?

I'm hoping to get a picture of my out of town flag flown from the iconic space needle. It's nothing offensive/political or remotely off-putting... But I'm sure it's against the rules.
