In the event our shortsighted city council passes this homeless bill, can we sue the city, and if so, should we start a kickstarter?

We all know what happened to Portland after they enacted a similar law... the city went to shit and the mayor got incredible vitriol from the city for it. They rolled it back in 6 months.If our city council sells us out, we will have a major influx of vagrants and addicts. Our city will become less safe and we will lose our public spaces. How many more kids baseball/football games are we going to delay because some gutter trash won't leave the dugouts or end zone? How much more property crime are we willing to stand?
